Decisions adopted, proceedings opened and closed, institutional positions: press releases commit the Commission and are the authoritative record.
A press release is the act by which the Directorate takes a public position. What sets it apart from a news item is its standing: it commits the Commission, and it is dated, numbered and kept on record.
